West Visayas State University held a Budget Forum on August 1, 2017 in preparation for next year’s intensive planning of the university’s expenses and priorities which will be based on national mandate provided by the Department of Budget and Management (DBM). The forum gathered university officials, unit heads, chiefs of divisions, and key personnel from 9AM-4:30PM at the 4th Floor of the Research and Extension Building.
“Today’s forum will provide us the overall fiscal policy framework and priority thrusts of the 2018 budget,” explains the Vice President for Administration and Finance (VPAF) Dr. Bobby D. Gerardo. “Through this, we will be able to visualize our needs as a premiere SUC by linking the proposed budget with procurement activities through the preparation of the Project Procurement Management Plan (PPMP).”
DBM’s Chief Financial Analyst Mr. Edgar L. Javison dominated the morning session by discussing the 2018 budget priorities framework. He likewise gave an overview of the Program Expenditure Classification Performance-Informed Budgeting (PREXC-PIB). “To strengthen the integration of planning, budgeting, and performance management, the government will continue to use performance information as one of the bases to inform resource allocation and management through the PIB. The Proposed National Budget, starting the fiscal year 2018 onwards, will also adopt a budget structure based on a program expenditure classification. Recurring activities and projects that contribute to a particular organizational objective shall be grouped into a program under that outcome.” Additionally, Mr. Javison disclosed that the PREXC will replace Major Final Outputs (MFOs) as the means of structuring the National Budget.
Furthermore, Mr. Javison announced that for 2018, WVSU has a proposed budget of Php1,323,677,000. 71% is intended for personnel services, 18% will go to maintenance and other operating expenses, and the remaining 11% will be kept for capital outlays. “Part of the Duterte administration’s 10-point agenda is the investment in human capital development, including health and education systems, while matching skills and training to meet the demand of businesses and the private sector. This means that SUCs shall encourage research work while promoting lifelong activities and opportunities for their students.”
In the afternoon, University Planning and Development Office (UPDO) Director Dr. Wilhelm P. Cerbo presented the WVSU performance targets for fiscal year 2018. This was followed by presentations of strategic thrusts and priorities per unit given by their respective head of office: Vice President for Academic Affairs (VPAA) Dr. Luis A. Abioda for academics and STO, Vice President for Research Extension and Training (VPRET) Dr. Ma. Lulu L. Loyola for research and extension, Vice President for Medical and Allied Sciences (VPMAS) Dr. Giovanni A. delos Reyes for hospital services, VPAF Dr. Bobby D. Gerardo for administration and finance, Chief Finance Officer Mrs. Jasmin L. Vargas for budget preparation and timelines, and Chief Administrative Officer Mr. Julius B. Undar for the preparation of PPMP and APP.
