Description and Policies

The Division of Communications and International Linkages and Networks will take charged of all the communications, linkages and networks pertinent to local and international affairs.

Policies:

  1. Communications addressed to the Office of the President regarding linkages and networks will be facilitated by the above-named division.
  2. Communications pertinent to local and international trainings, seminars, workshops and/or conferences will be forwarded by the division to the college, institute, and external campus concerned in a case to case bases. The dean, director, or campus administrator will determine the participant/or participants of such training/ seminar/ workshop conference for attendance.
  3. Feedbacks regarding the communication sent to the college, institute, school campus shall be relayed to CIAO/SAPEA for information of the decision being made.

Delagation Function

The Members of the Technical Working Group are:  
  1. The Campus and Community Affairs Officer will be assigned to the Record Officer to be coordinated by the Research and Extension Specialists.  
  2. The Media Affairs Officer (Executive Publisher) and Publication and Information Editors (Editorial Board) will be delegated to CMC with the assistance of the University Webmaster and University Photographer.
  3. The College Secretaries will be assisted by the University Secretary in keeping the records of all activities such as meetings and conferences of the university.  
  4. The USC Advisers will be assigned to prepare the bulletin of information for public awareness to be assisted by the Advisers of the College/Institute Publications (Main & External Campuses).   
  5. The technical consultants are the University President, Vice President for Academic Affairs and the Director for Distance Education.

Functions

  1. Execution of University activities and policies for communications and international affairs/linkages;
  2. Promotion of partnership between the University and various media organization for information, publication and generally for reaching out to the general public;
  3. Promotion of partnership between the University and various universities abroad for faculty, staff and student exchanges;
  4. Provision of international opportunities for faculty, staff and students; and
  5. Establishment of presence of the University in the International community through strong information and publication activities and international networking;
  6. Assist the President and other units of the university in preparing and getting grant proposals and securing possible funding from national and internationals sources;
  7. Assist the Vice President for Academic Affairs in the development of the University Catalog; and assist the Admission and Records for international students;
  8. Secure outside linkages for university projects;
  9. Perform miscellaneous job-related duties as assigned by the University President.

SPECIAL ASSISTANT TO THE PRESIDENT FOR EXTERNAL AFFAIRS (SAPEA)

(Reflected in the Organizational Chart with BOR Resolution No. 87-2008)

CIAO was created and approved by the Board of Regents under Resolution No. 46-2005 with the following general aims extracted from Republic Act No. 8292 otherwise know as the Higher Education Modernization Act, stipulated in Section 4 letter s and t.

  1. strengthen communications and international linkages;
  2. develop academic arrangement for institution capability building with appropriate institutions and agencies, public or private, local or foreign;
  3. appoint experts/specialists and consultant, or visiting exchange professors, scholars and researchers as the case may be.
