In a move to gain insights and learn from best practices, Carlos Hilado Memorial State University (CHMSU) embarked on a benchmarking visit at West Visayas State University’s Procurement Division office on August 16, 2024. The primary objective of this activity was to provide CHMSU with comprehensive insights into WVSU’s procurement management practices, organizational structures, and strategic approaches.
Joining the discussion were the representatives from CHMSU, spearheaded by Ruvy Tuble, Vice Chair of Bids and Awards Committee (BAC), CHMSU; Dether Perasol, staff (BAC); Ligaya Fuentes, staff (BAC); Shiela Alcontin, staff (BAC); John Kevin Moraca, staff, Management Information System (MIS) and Benrie James Nutable, (MIS) staff.
CHMSU discussed with Ms. Rosalie C. Quicoy, Chief Admin Officer of WVSU Procurement Division. The activity began with an observation of a pre-bid conference, offering CHMSU participants a firsthand look at WVSU’s procurement processes in action. This was followed by an in-depth overview of WVSU’s procurement management structure, highlighting key roles and responsibilities.
The day featured detailed presentations on critical procurement processes, best practices, and common challenges, coupled with an interactive forum. CHMSU delegates were also introduced to the digital tools employed by WVSU in its procurement activities, notably the SyncBud Plus system, which demonstrated the university’s commitment to leveraging technology for efficiency and transparency.
The benchmarking visit proved to be highly productive, with CHMSU expressing deep appreciation for the valuable knowledge and practical insights gained. The exchange of best practices is anticipated to significantly enhance the procurement functions of both universities, fostering stronger ties and future collaborations.
