The College of Physical Education, Sports, Culture, Arts and Recreation (PESCAR) started as the Sports, Amateur Athletics, and Cultural Arts Center (SAACAC) in 1987, with Dr. Ramon C. Cabag as its first office head. Initially, the Center was entrusted with servicing physical education classes of the University and supervising and administering the organization, training, and participation of the University athletes in the then newly-formed State Colleges and Universities Amateur Athletic Association (SCUAAA) of which West Visayas State University is a member school.
To meet the growing nature of the Center’s commitment to both the University and some external agencies, the SAACAC was rechristined PESCAR. Now embracing the performing arts, PESCAR had for its new director, Dr. Henry J. Andora, and an office venue in one of the receiving rooms at the WVSU Cultural Center.
Based on NCC No. 12-B 3.4, dated July 6, 1982, Prof. Rose Marie R. Piamonte conceived in 1989, the establishment of curricular programs envisioned to bring forth better prepared physical education and sports teachers who can competently provide leadership in their specialized field. It specifically aimed at offering a stronger physical education curriculum that shall equip prospective physical education, sports, and dance teachers with sufficient expertise as well as knowledge, competencies, and skills essential for teaching other physical education-related areas. The idea took material form the following school year (1990-91) when the Bachelor of Physical Education (BPE) and the Diploma in Physical Education (DPE) curricula were offered in their freshman year as the PESCA Center flagship. The BPE course has, since then, maintained its co-equal status with the other undergraduate academic programs offered in the other colleges and units of the University.
In December 1991, Prof. Lorna Fe P. Lopez was designated director of the PESCAR Center which, on October 27, 1993 gained institute status by virtue of WVSU Board of Regent’s Resolution No. 106, s. of 1993. The Institute turned out its first batch of graduates on March 29, 1994. A two-year Diploma in Music (DM) course, a brainchild of Prof. Lorna Fe. P. Lopez, was offered for the first time in the summer of 1994.
In June 1994, Prof. Rose Marie R. Piamonte was designated as the third director of the PESCAR Institute by virtue of BOR Resolution No. 34, s. of 1994.
In June 1997, Prof. Piamonte, together with Mrs. Erlinda V. Bebit, conceived of the Bachelor of Music Education Program in response to the DECS’s request to strengthen the teaching of music education in both elementary and secondary levels.The WVSU Board of Regents, in Resolution No. 22, s. of 1998, approved in a referendum the offering of the Bachelor of Music Education (BME), and in June 1998 the academic program was offered in its first year with forty-five (45) students, 25 of whom became its pioneer batch of graduates on March 22, 2002.
Before the expiration of Prof. Piamonte’s term of office, she submitted to the Board of Regents, a proposal to convert the PESCAR Institute into a College. On June 9, 2000, the Institute gained college status by virtue of WVSU BOR Resolution No. 26, s. of 2000. Dr. Letecia G. Provido was designated as the first dean of the College of PESCAR by virtue of BOR Resolution No. 28, s. of 2000.
With the retirement of Dr. Provido, the College has for its present Dean, Prof. Rose Marie R. Piamonte, by virtue of BOR Resolution No. 48 s. of 2003. It is Prof. Piamonte’s second term as head of PESCAR.
In time, the College of PESCAR has succeeded in realizing its objectives of offering physical education, music education, sports, and recreational and cultural programs by providing professional and technical instruction for the maximum all-round development of its students, fostering among them, a lifelong interest in and an appreciation for skills in leisure-time activities; helping students in the improvement and maintenance of physical fitness; offering a variety of activities, sports competitions, and the performing arts through recreational and cultural programs.
Through the years, the College has established linkages with several sports associations both in the City of Iloilo and in the Western Visayas Region. The College, through its Physical Education Instructional Department, has also established extension/community services by fielding out BPE students to officiate in sports events and adopting communities and schools where both students and faculty pitch in efforts in training both youth and adults in order for the latter to gain skills for gainful employment through sports and dance.
With the retirement of Prof. Rose Marie R. Piamonte, the College has for its present Dean, Prof. Leo P. Dagum, by virtue of BOR Resolution No. 50 s. 2005.
Graduates of accredited high schools may apply at the Admission and Records Office and pay the testing fee at the Cashier’s Office. The applicants must meet the following requirements for admission to the College.

No qualified applicant shall be denied admission to the College for reasons of age, sex, ethnic background, religious beliefs or affiliations, or economic status.
