WVSU joins NAPC learning sessions on Magna Carta of the Poor

West Visayas State University (WVSU) students and employees participated in learning sessions on the Magna Carta of the Poor (MCP) and an orientation seminar on government anti-poverty programs relative to the right to education on Sept. 16, 2026, at the WVSU Rehearsal Room.

The activity, conducted by the National Anti-Poverty Commission (NAPC), also gathered high school students from various schools in Iloilo for discussions on the legal framework of the Magna Carta of the Poor and government programs supporting the right to education.

The morning sessions featured an overview of the NAPC by Ms. Ma. Lourdes Cristina B. Reyes, NAPC Board Secretary, followed by a discussion on the legal bases and salient features of Republic Act No. 11291, or the Magna Carta of the Poor, by Ms. Renelyn B. Padua, Development Management Officer III.

In the afternoon, participants were oriented on various government programs related to the right to education. The Department of Education (DepEd) discussed the Joint Delivery Voucher Program, while the Commission on Higher Education (CHED) presented its student financial assistance programs.

Ms. DV A. Agreda, Senior Labor and Employment Officer, discussed the Department of Labor and Employment’s (DOLE) Career Development Support Program and Government Internship Program. The Department of Social Welfare and Development (DSWD) presented the Pantawid Pamilyang Pilipino Program (4Ps) in relation to the right to education, while the Technical Education and Skills Development Authority (TESDA) discussed its programs and opportunities for education and skills development.

The learning sessions provided participants with information on the Magna Carta of the Poor and the various government programs available to support access to education, particularly those addressing poverty-related barriers to educational opportunities.

The activity also served as an avenue for participants to become more familiar with government assistance programs and initiatives that uphold the right to education and support individuals and families experiencing poverty.
