    WVSU, PIA VI forge partnership for sustainability, policy development, and civic engagement

    West Visayas State University (WVSU) and the Philippine Information Agency Region VI (PIA VI) formally entered into a partnership today, April 25, through a Memorandum of Understanding (MOU) signing held at the WVSU campus.

    The MOU was signed by Dr. Joselito F. Villaruz, President of WVSU, and EnP Cheryl B. Amor, Regional Head of PIA VI. The collaboration aims to strengthen collaboration between the university and the government in promoting sustainability, policy development, and civic engagement among students, faculty, and staff.

    โ€œThis partnership with PIA VI represents our collective commitment to ensuring that the truth is not only accessible but also amplified in the right ways. We at WVSU believe in the transformative power of communication โ€” to educate, to empower, and to inspire change” said Dr. Villaruz.

    Under the agreement, WVSU and PIA VI will implement joint projects, information drives, workshops, and forums aimed at raising awareness on government policies, sustainable practices, and civic responsibility. The initiative will also provide avenues for students and faculty to engage in public discourse and contribute to policy discussions.

    Also present during the ceremonial signing were Ms. Easter Anne Doza, Assistant Regional Head of PIA VI; Mr. Franz Remar Garion, Information Officer II of PIA VI; Ms. Edel Carmela Subong-Csoka, Director of the International and Local Linkages Office (ILLO) of WVSU; and Prof. Lara Jeunesse Villaruel, faculty member of the College of Communication (COC).

    This strategic partnership marks a step forward in promoting responsive and responsible communication efforts, enhancing transparency, and supporting development goals across Western Visayas.

    West Visayas State University and the Philippine Information Agency have formalized a partnership to promote responsible journalism and strengthen public information efforts across Region VI.ย 

    WVSU President Dr. Joselito F. Villaruz and PIA Regional Head Cheryl B. Amor signed a memorandum of understanding (MOU) on April 25 at the WVSU Boardroom, marking the start of collaborative efforts between the academic and government sectors.ย 

    The agreement outlines joint initiatives in educational programming and community-based projects aimed at empowering the youth, supporting government efforts, and advancing sustainable development in the region.ย 

    The partnership will also focus on engaging students, faculty, and staff through workshops, seminars, and technical support aligned with national communication priorities.ย

    Cross-Border Cybersecurity in Focus as WVSU, UPU hold joint discussion

    West Visayas State University (WVSU) and Universitas Potensi Utama (UPU) Indonesia held a virtual roundtable discussion on April 24, 2025, bringing together legal and technology experts to address the rising threat of cybercrime in Southeast Asia and explore solutions through cybersecurity tools and legal reforms.

    The session, held shortly after the signing of a Memorandum of Understanding (MoU) between the two universities.

    The roundtable featured Dr. Budi Triadi, M.Kom, from the Faculty of Engineering and Computer Science at UPU; Dr. Mujib Medio Annas, M.Kn, from the Faculty of Law at UPU; Dr. Frank Elijorde from WVSU College of Information and Communications Technology (CICT); and Atty. Federic Loise Regencia from WVSU College of Law.

    At the heart of the discussion was the growing concern over the rise in cybercrime, especially online scams and identity theft, which have become increasingly prevalent across Southeast Asia. The experts shared insights into how technologies like Security Information and Event Management (SIEM) systems are being deployed to detect digital anomalies, providing early warnings and improving incident response in both public and private digital infrastructures.

    Dr. Elijorde emphasized the significance of real-time monitoring and threat detection through SIEM, stating that proactive systems are essential in combating the sophisticated methods employed by cybercriminals today. Dr. Triadi highlighted the importance of regional collaboration and intelligence-sharing, noting that cybercrime is a borderless threat that requires a unified approach among Southeast Asian nations.

    Legal frameworks for cybercrime in both the Philippines and Indonesia were also brought into focus. Dr. Annas and Atty. Regencia discussed the challenges in implementing and enforcing cybersecurity laws, particularly in communities with low digital literacy. They stressed the need for stronger legal education, public awareness campaigns, and inclusive digital policies that protect citizens without compromising access and convenience.

    The roundtable concluded with a renewed commitment to academic cooperation between WVSU and UPU. Both institutions expressed their intention to pursue joint research initiatives, policy recommendations, and outreach programs that will enhance cybersecurity and digital literacy in underserved communities.

    West Visayas State University (WVSU) and Universitas Potensi Utama (UPU) of Indonesia officially entered into a new academic partnership through a virtual Memorandum of Understanding (MoU) signing ceremony today, April 24.

    The online event brought together key officials from both institutions. WVSU President Dr. Joselito F. Villaruz highlighted the significance of the partnership, stating, โ€œAdvancing internationalization through joint collaboration between faculty and students highlights the essence of this partnership and WVSUโ€™s commitment to going globalโ€.

    Also present were Atty. Pauline Grace T. Buรฑolโ€“Alfuente, Dean of College of Law (COL); Dr. Ma. Beth S. Concepcion, Dean of the College of Information and Communications Technology (CICT); Ms. Edel Carmela Subong-Csoka, Director of International and Local Linkages Office (ILLO); and faculty members from CICT and COL, signaling a focused collaboration in the fields of legal education and information technology.

    The agreement aims to promote international academic exchange, research collaboration, joint conferences, faculty mobility, and shared curriculum development.

    Discussions are also underway for potential collaborations in the fields of Communication and Business.

    WVSU Graduate Scholars Trained in Scopus-Indexed Journal Publishing

    To strengthen the research capabilities of graduate scholars, 49 DOST-CBPSME scholars from West Visayas State Universityโ€™s College of Education Graduate School attended a two-day workshop on academic journal publishing held April 11โ€“12, 2025, at Punta Villa Resort in Villa Arevalo.ย 

    The event, titled โ€œGetting Published: A Workshop on Transforming Research into Scopus-Indexed Journal Articles,โ€ was organized by the Department of Science and Technologyโ€“Science Education Institute (DOST-SEI) through its Capacity Building Program for Science and Mathematics Education (CBPSME), in collaboration with the WVSU Research Journal and the Patriot Scholars Organization.ย 

    Dr. Aris Larroder, editor-in-chief of the WVSU Research Journal, served as the main resource speaker. He walked participants through strategies for transforming theses into publishable articles using the IBC (Introduction-Body-Conclusion) and IMRAD (Introduction-Methods-Results-and-Discussion) formats. He also shared writing tools, templates, and journal evaluation techniques to help researchers steer clear of predatory publications.ย 

    Drawing from his personal journey as a researcher, Larroder emphasized the value of perseverance and clarity of purpose, encouraging participants to produce meaningful, high-impact academic work.

    โ€œFocus on quality over quantity,โ€ he advised.ย Dr. Peter Ernie D. Paris, DOST-CBPSME project director, also addressed the scholars, urging them to view publication not merely as an academic requirement but as a means of creating real-world impact.

    โ€œGo beyond publication,โ€ Paris said.โ€œLet your knowledge be used to improve lives.โ€ย The 49 participants included 46 masterโ€™s students and three doctoral candidates, all in the thesis writing phase, along with three DOST-CBPSME staff led by Mrs. Shiela Oliverio.ย 

    The workshop supports DOST-SEIโ€™s ongoing mission to build a strong culture of research among science and mathematics educators in the Philippines.ย

    WVSU College of Dentistry welcomes CHED Technical Panel for Dental Education

    The West Visayas State University (WVSU) College of Dentistry welcomed the Technical Panel for Dental Education from the Commission on Higher Education (CHED) at the College of Dentistry Building last April 14, 2025.

    The engagement was part of WVSUโ€™s application for the Certificate of Program Compliance (COPC) for the Doctor of Dental Medicine (DMD) program, particularly for the continuation of its 5th and 6th year offerings.ย Dr. Ma. Asuncion Christine Dequilla, Vice President for Academic Affairs, opened the program with her welcoming remarks, expressing gratitude to CHED for conducting the visit and emphasizing the collective efforts of the COD faculty and staff in preparing for the programโ€™s compliance with national standards.ย 

    Representing CHED Region 6, Dr. Arnold John Anceno introduced the members of the CHED Technical Panel for Dental Education (TPDE):ย

    • Dr. Liza Assumpta Jover, COD Dean, presented the Doctor of Dental Medicine program, highlighting its curriculum structure, faculty profile, facilities, and student population.ย 


    The program concluded with closing remarks from Dr. Lester Joseph Cardenas, COD Associate Dean for Clinical Affairs, who expressed optimism for a successful outcome and reaffirmed the college’s commitment to providing quality dental education.ย After the brief program, the COD led the CHED TPDE team on a tour of the Dentistry Building, showcasing its rooms, facilities, and introducing the students.ย 

    The outcome of the CHED Technical Panel for Dental Educationโ€™s visit and evaluation will determine the status of the universityโ€™s application for the Certificate of Program Compliance. If granted, West Visayas State University will become the second public university in the country and the first in Western Visayas to offer a full Doctor of Dental Medicine program.ย

    WVSU ILLO Director advances global education initiatives through Erasmus + Info Day for PH 2025

    On April 15, 2025, Ms. Edel Carmela Subong-Csoka, Director of the International and Local Linkages Office (ILLO) of West Visayas State University (WVSU), attended the Erasmus+ Information Day for the Philippines 2025 at the Commission on Higher Education (CHED) Central Office in Quezon City.

    The session, organized by CHED in collaboration with the European Union (EU), aimed to raise awareness and promote greater participation of Philippine Higher Education Institutions (PHEIs) in the Erasmus+ program.

    The event gathered International Relations Officers (IROs) from various PHEIs, offering a platform to learn from institutions that have successfully implemented Erasmus+ projects. These institutions shared practical insights and strategies on proposal development, partnership-building, program implementation, and evaluation. Their experiences served as a valuable guide for emerging and aspiring Erasmus+ participants, equipping attendees with real-world knowledge on how to navigate the program and leverage its benefits.

    Ms. Edel expressed optimism about WVSUโ€™s future engagements with Erasmus+, highlighting the programโ€™s potential to strengthen global partnerships and enrich academic experiences for both faculty and students. She noted that the session provided not only technical insights but also inspiration to pursue international opportunities that align with WVSUโ€™s vision of academic excellence and internationalization.

    “The Erasmus+ programs provide opportunities for us in the academe to maximize our potentials, tap experts, and use our strengths to bring about change, with funding that assists in our efforts”, she said.

    Topics discussed during the session included Key Action 1 โ€“ Mobility of Individuals, which supports the mobility of students, educators, and staff for international learning and professional experiences. Key Action 2 โ€“ Cooperation Among Organizations and Institutions was also highlighted, particularly focusing on Cooperation Partnerships and Alliances for Innovation. These initiatives aim to enhance the quality and relevance of institutional activities, promote joint operations on a transnational level, and strengthen networks that support education and workforce development.

    Another key component discussed was the Jean Monnet Actions in the field of higher education. These actions support teaching and research in European Union studies worldwide, and may take the form of Modules, Chairs, or Centres of Excellence. These structures aim to develop expertise in EU-related subjects and foster multidisciplinary collaboration.

    The Erasmus+ Information Day for Philippines 2025 marked a significant step in reinforcing the Philippinesโ€™ presence in the global academic community, with CHED and the EU working closely to build the capacity of local institutions and empower them to thrive in the international education landscape.

    To note, WVSU is a recipient of the Erasmus+ grants for projects like FORTH, FAB, and CALOHEA.

    A delegation from North Eastern Mindanao State University (NEMSU) visited the West Visayas State University-College of Agriculture and Forestry (WVSU-CAF) on April 15, 2025, to explore potential academic collaboration and learn from WVSU-CAFโ€™s best practices in agricultural and forestry education.

    The NEMSU team was led by University President Dr. Nemesio G. Loayon, accompanied by Dr. Annie Y. Samarca, Dean of the College of Teacher Education; Dr. Marie Cristina C. Dela Cerna, Director of Extension Services; and Ms. Jenni Montero, Regional Manager of Camosun College, Canada and External Consultant for Internationalization.

    The visiting team was warmly welcomed by Dr. Joel Araquil Sr., Campus Administrator of CAF; Dr. Anthony Leal, Director of the College of Agriculture; Dr. Jerry A. Ceballos, Director of the College of Forestry; and Mr. Michael Gonzales, Internationalization (IZN) Coordinator.

    The discussion centered on academic program alignment, extension initiatives, and the sharing of best practices in curriculum development. Both universities expressed interest in forging partnerships for instruction, joint research, and internationalization efforts.

    As part of the visit, the NEMSU delegation toured the Mari-it Wildlife and Conservation Park.     On April 14, 2025, The West Visayas State University (WVSU) through the International and Local Linkages Office (ILLO) hosted a Multilateral Memorandum of Understanding (MOU) Signing Ceremony under the theme โ€œGlobal Synergies in Motion: Bridging Borders through SDGs and the Transformative Academic Alliances.โ€ The event marked a historic moment for academic institutions across the Philippines as they came together to foster international collaboration in the pursuit of the United Nations Sustainable Development Goals (SDGs).

    The ceremony brought together representatives from several universities: University of Antique (UA), State University of Northern Negros (SUNN), Northeastern Mindanao State University (NEMSU), St. Thomas Aquinas College – Sogod (STACS), and the guest institution, University of Negros Occidental – Recoletos, Inc. (UNO-R).

    Dr. Joselito F. Villaruz, President of WVSU, opened the event with a warm welcome to the esteemed guests. In his speech, Dr. Villaruz emphasized the significance of the collaboration, noting that these partnerships would play a key role in advancing educational quality while ensuring cultural preservation.

    โ€œWith the dedication of our Internationalization (IZN) team and the support of our partners, we have accelerated efforts to enhance our academic linkages and expand our international footprint. Merwin Kangleon, School Director of St. Thomas Aquinas College – Sogod (STACS) as represented by the Assistant School Director, Ms. Ressa Pigte, spoke about STACSโ€™ journey in โ€œRooted in Wisdom, Reaching the World: STACSโ€™ Journey Toward Global Academic Harmony.โ€ She shared the collegeโ€™s vision of enhancing academic exchange and ensuring a harmonious balance between local values and global opportunities.

    Dr. Catherine C. Viesca, Vice President for Academic Affairs, University of Antique, discussed the theme โ€œBridging Heritage and Horizon: The University of Antiqueโ€™s Global Academic Voyage,โ€ focusing on the institutionโ€™s efforts to integrate global academic perspectives while staying connected to its roots in local culture and heritage.

    Venice Marie Hulleza, Director of the External and International Affairs Office, State University of Northern Negros, presented on โ€œFrom Northern Roots to Global Reach: SUNNโ€™s Journey Toward Inclusive and Sustainable Academic Synergies,โ€ highlighting how SUNN aims to foster academic exchanges that prioritize inclusivity and sustainability.

    Mr. Kit Martin A. De Paula, OIC – Director of the UNO-R Marketing Office, closed the series of presentations with โ€œFrom Core to Connection: Advancing UNO-R, Inc.โ€™s Global Reach Through Purposeful Branding.โ€ He emphasized the importance of building a strong global brand that aligns with the values and vision of UNO-R, aiming to broaden its international influence.

    The formal signing of the MOU by the participating institutions was the culmination of the event. This agreement signifies a commitment to developing joint research projects, expanding student and faculty exchanges, and creating academic programs that meet global standards.

    Engr. Lea Gabawa, a faculty member and Gender and Development (GAD) focal person at West Visayas State Universityโ€™s College of Information and Communications Technology, was sworn in as the inaugural president of the Mechatronics and Robotics Society of the Philippines โ€“ Western Visayas Chapter (MRSP-WV).

    The oath-taking and induction ceremony was held on April 11, 2025, at the Iloilo City Hall Penthouse and attended by key figures in science, education, and governance.
