    West Visayas State University (WVSU) has entered into a new international partnership through the signing of a Memorandum of Understanding (MOU) with the University of Otago on June 27, 2025, in Dunedin, New Zealand.

    The agreement was signed by WVSU President Dr. Joselito F. Villaruz and University of Otago Vice Chancellor Hon. Grant Robertson during the Philippine High-Level Mission to New Zealand organized by the Commission on Higher Education (CHED).

    The partnership focuses on collaborative research in digital health and medicine, faculty and student exchange programs, and the co-development of digital innovations aimed at enhancing healthcare systems and services. Both institutions expressed their commitment to working together in advancing global health outcomes through academic and technological collaboration.

    Dr. Villaruz emphasized that the partnership marks a significant step in WVSU’s pursuit of excellence and innovation in health sciences. He highlighted that the agreement not only supports the university’s research goals but also opens international pathways for students and faculty.

    With this new partnership, WVSU continues to position itself as a leader in global health education and digital transformation.

    CHED rolls out CMO 3 at WVSU to streamline SUC”s International travel in Region VI

    To advance global engagement in higher education, the Commission on Higher Education (CHED) officially rolled out the updated CMO No. 3, Series of 2025, at West Visayas State University (WVSU) on June 23, featuring Mr. Renz Giorgio Tibigar of the CHED International Affairs Service.

    The presentation focused on the “Updated Guidelines for Securing Authority to Travel Abroad for State Universities and Colleges (SUCs) across Region VI”, a vital framework aimed at streamlining foreign travel procedures, enhancing institutional accountability, and aligning international activities with national policy.

    Mr. Tibigar underscored the strategic role of International Relations Officers (IROs) in ensuring that all foreign travel requests are legitimate, necessary, and directly contribute to the university’s Strategic Internationalization Plan (SIP). He introduced the revised IAS Form 15, a crucial tool to evaluate and justify SUC travel requests. He also emphasized the importance of monitoring outcomes from international travel, such as joint research projects, improved student mobility, and strengthened linkages.

    To assist SUCs in assessing the legitimacy of invitations, CHED introduced a Toolkit on Red-Flagged Conferences and Organizations, continuously updated through the CHED-IAS platform. In line with transparency and integrity, Mr. Tibigar also reiterated that all trips partially or fully sponsored by private entities with pending transactions with SUCs are strictly prohibited.

    Another highlight was the clarification of exemptions from CHED travel clearance, which include CHED-funded initiatives, IAS-endorsed activities, and trips resulting from formal MOAs or MOUs. Also discussed were the transitionary provisions delegating travel processing functions from CHED Central to Regional Offices.

    The program concluded with Dr. Danebeth G. Narzoles, Officer-in-Charge and Chief Education Program Specialist and Internationalization (IZN) Focal Person of CHED Region VI, delivering the closing remarks, commending the collaboration among institutions and reiterating CHED’s full support for initiatives that champion internationalization in Philippine higher education.

    WVSU hosts IRO oath ceremony, driving regional internationalization as council president

    West Visayas State University (WVSU) strengthened its role as a key driver of global academic engagement in Western Visayas as it hosted the Region VI International Relations Officers (IRO) Council Oath-Taking Ceremony today, June 23, at the Center for Teaching Excellence (CTE) hall.

    The ceremony gathered international relations officers from various higher education institutions across Western Visayas, all united under the shared vision of expanding the region’s global academic footprint.

    The event opened with warm welcome remarks from Dr. Greta G. Gabinete, WVSU Vice President for Research, Extension, and Innovation, who underscored the importance of regional unity and global engagement.

    “Today marks not just a ceremonial gathering but a declaration of our shared vision to elevate the international presence of our institutions,” Dr. Gabinete said.

    Dr. Raul C. Alvarez, Jr., Regional Director of the Commission on Higher Education (CHED) Region VI, delivered an inspiring message during the program. He also led the oath-taking of the newly elected officers of the Region VI IRO Council.

    “The establishment of the IRO Council signals a strategic direction for Western Visayas. With the right leadership, collaboration, and commitment, our institutions can flourish in the global academic arena,” Dr. Alvarez said.

    The officers were first elected during the event “Activating Linkages: International Relations Officers Convergence” last May 27, 2025 at the Iloilo State University of Fisheries Science and Technology (ISUFST). The convergence served as the official launching of the Region VI IRO Council, a body envisioned to lead coordinated internationalization efforts across Western Visayas’ higher education institutions.

    As the council President, Ms. Edel Carmela S. Subong-Csoka is expected to steer the council toward fostering regional collaboration, sharing global best practices, and initiating cross-institutional projects aimed at enhancing the international standing of Region VI’s academic institutions.

    Today’s ceremony signifies not only the beginning of a leadership term but the dawning of a stronger, united front in positioning Region VI as a key player in global education.

    High-Level Mission to New Zealand sees Dr. Joselito Villaruz pursuing academic partnerships

    Dr. Joselito F. Villaruz, President of West Visayas State University (WVSU), is currently in New Zealand as part of the Philippine High-Level Mission organized by the Commission on Higher Education (CHED), taking place from June 21 to 28, 2025 in the cities of Wellington, Christchurch, and Dunedin.

    The mission brings together key representatives from CHED and various higher education institutions (HEIs) in the Philippines. Its primary goal is to expand international academic and research partnerships, particularly in the health sciences, as well as in other priority academic fields.

    This initiative provides an opportunity for Philippine delegates to visit and engage with leading universities and institutions in New Zealand. Through institutional visits, networking sessions, and collaborative dialogues, the mission aims to open new avenues for faculty and student exchanges, joint research initiatives, and international degree programs.

    Dr. Villaruz’s participation emphasizes WVSU’s commitment to global engagement and academic excellence. By actively taking part in international collaborations, WVSU continues to advance its role as a premier institution in health sciences and higher education.

    WVSU strengthens partnership with Jeju National University on Digital Transformation (DX) for governance project

    Jeju Island, South Korea–West Visayas State University (WVSU) has significantly advanced its 17 years of long-standing partnership with Jeju National University (JNU) following a pivotal engagement with key officials from JNU’s Regional Innovation System and Education (RISE) initiative. This deepened collaboration centers on the ” Establishment of the Center for Digital Transformation for Governance” project at WVSU, a vital undertaking funded by the Department of Science and Technology-VI (DOST).


    This expanded partnership comes after a recent visit by WVSU delegates, who were part of the DOST-Western Visayas Consortium for Industry, Energy, and Emerging Technology Research and Development (WVCIEERD) international study mission to Jeju Island from June 16-20, 2025.


    Leading the WVSU team were Dr. Ma. Beth S. Concepcion, Dean of the College of ICT and Project Leader of WVSU’s Center for Digital Transformation for Governance, and Mr. Shem Durst Elijah B. Sandig, a faculty member and researcher.


    A key highlight was their meeting with JNU President Eel-Hwan Kim, reaffirming the strong bond between the universities. They also met with Dr. Chul-Ung Kang, Vice President and Director of JNU-RISE, and Dr. Yung-Cheol Byun, a professor and director at JNU’s RIS Office for High-Intelligent Service.


    These discussions highlighted how WVSU’s digital transformation goals align with JNU’s RISE program, which focuses on regional development through technology. The goal is to boost digital transformation for governance and foster an innovation-driven Western Visayas, leveraging Jeju as a model of innovation.

    MOA signing solidifies WVSU-DILG collaboration on CSIS Implementation

    In a continued effort to promote data-driven governance and responsive public service, West Visayas State University (WVSU) and the Department of the Interior and Local Government (DILG) Region VI signed a Memorandum of Agreement on June 13, 2025, for the implementation of the Citizen Satisfaction Index System (CSIS)—a performance-based tool designed to gather citizen feedback and strengthen local government accountability.

    The event was led by Dr. Celina C. Gellada, Vice President for Medical and Allied Sciences of WVSU, and Maria Calpiza J. Sardua, CESO IV, Assistant Regional Director of DILG Region VI.

    Dr. Alexander Balsomo, Dean of the College of Arts and Sciences (CAS), welcomed the guests and emphasized the significance of the initiative in enhancing public service.

    “Today marks yet another milestone in the long-standing partnership between WVSU and the DILG—one built on mutual trust, shared vision, and an enduring commitment to responsive and evidence-based governance. In the past years, our collaborative efforts have yielded valuable insights into citizen satisfaction and public service delivery, and we look forward to continuing this vital work with renewed energy and purpose”, Dr. Balsomo said.

    The CSIS, a flagship project under the DILG’s CSO/PPPP initiatives, is a performance management tool designed to gather relevant data on citizens’ satisfaction with their local government’s service delivery. Guided by DILG Memorandum Circular No. 2023-041, the 2023–2028 CSIS aims to empower local governments through data-informed agenda-setting, ultimately making LGUs more attuned to the needs of their constituents.

    WVSU’s involvement in CSIS aligns with its track record of excellence in research and community engagement. The university was recognized with the DILG-LGA CapDev Game Changer Award in December 2023 for its outstanding contributions to capacity development in governance and public service.

    The signing ceremony was attended by key officials from both institutions, including DC Medel Espinosa, Division Chief of the Local Government Capability Development Division; PM Karen Joy Mansuelo, CSIS Program Manager; local government operations officers from DILG Region VI and DILG Iloilo City; Prof. Shim Lester de Pio, Faculty Regent of the WVSU Board of Regents; Dr. Reymund B. Flores, Director of the University Planning and Development Office; and faculty members from the College of Arts and Sciences.

    The event concluded with a shared affirmation of the vital role that academic-government partnerships play in building a more transparent, accountable, and citizen-centered public service.

    Soaring for Biodiversity: WVSU Leads Release of Serpent Eagle and Eastern Grass Owl

    In celebration of Environment Month, West Visayas State University–College of Agriculture and Forestry (WVSU-CAF), in partnership with the Local Government Unit (LGU) of Lambunao and the Department of Environment and Natural Resources (DENR) Region 6, led a ceremonial release of two rescued raptors back into the wild. The Serpent Eagle (Spilornis holospilus) and Eastern Grass Owl (Tyto longimembris) were set free in a moving tribute to nature and a reaffirmation of the university’s role as an environmental steward.

    The event was spearheaded by Dr. Joel A. Araquil, Sr., Campus Administrator of WVSU-CAF, along with MENRO Lambunao Head Mr. Leony Loot, and DENR representatives Foresters Gloria Flores and Carlo Legada. Faculty and staff of WVSU-CAF also took part in the occasion, symbolizing institutional unity in the mission of conservation.

    Healing Wings: Rehabilitation and Assessment

    The raptors, though categorized under the IUCN Red List as species of “Least Concern,” were rescued due to injury and environmental stress. They were brought under the care of WVSU-CAF’s veterinary team, led by Dr. Jb Ian Bullo, who conducted comprehensive assessments to ensure their recovery and readiness for release.

    Mariit Wildlife Conservation Center: A Safe Haven

    The release took place at the Mariit Wildlife Conservation Center, a protected sanctuary managed by WVSU-CAF. The center hosts various endemic and threatened species, benefiting from its dense forest canopy, elevation, and isolated terrain—ideal conditions for raptor survival and biodiversity preservation.

    Beyond being a habitat, Mariit serves as a learning and research facility, allowing students and researchers to engage directly with conservation work while promoting environmental awareness among communities.

    Birds as Ecological Indicators

    Birds such as the Serpent Eagle and Eastern Grass Owl are vital components of the food chain and are key indicators of a healthy ecosystem. Their population health often reflects the state of biodiversity and the impacts of human activity on the environment.

    Educational Commitment to Environmental Stewardship

    WVSU-CAF integrates biodiversity conservation into its academic and community extension programs. The release is part of a broader initiative to instill a culture of environmental responsibility among students and stakeholders, from classroom instruction to real-world application.

    As the two birds took flight, they carried with them a message—one of resilience, harmony, and shared duty. The event was not just a scientific success or a ceremonial milestone; it was a reminder that the health of our environment lies in cooperative action.

    Through continuous partnerships with LGUs, DENR, and local communities, WVSU-CAF stands firm in its role as a guardian of nature—educating minds and nurturing ecosystems.

    WVSU, DENR VI ink MOU to strengthen environmental and student initatives

    West Visayas State University (WVSU) and the Department of Environment and Natural Resources Regional Office VI (DENR VI) officially signed a Memorandum of Understanding (MOU) on June 5, 2025, at the university board room, forging a strong partnership focused on environmental conservation, sustainability, and youth engagement.

    The ceremonial signing was led by WVSU President Dr. Joselito F. Villaruz and DENR VI OIC Regional Executive Director Raul L. Lorilla.

    Dr. Villaruz, in his message, emphasized the importance of education in addressing environmental issues and fostering a culture of sustainability among the youth. “West Visayas State University (WVSU) proudly stands today as a partner in environmental stewardship, sustainability, and academic excellence. As we formalize this collaboration with the Department of Environment and Natural Resources Regional Office VI, we acknowledge the indispensable role that education plays in shaping a future built on environmental responsibility and conservation,” he said.

    Present during the signing were June Melissa C. Garol, Assistant Regional Director for Management Services of DENR VI, Armin Halili, Community Environment and Natural Resources Office of Guimbal, and Jessie L. Reyes, Communication Development Officer II and Regional Designate Youth Desk Officer. Representing WVSU, Ms. Edel Carmela Subong-Csóka, Director of the International and Local Linkages Office, formally read the provisions of the agreement and highlighted the importance of collaborative efforts in sustaining environmental programs.

    The MOU outlines the responsibilities of both parties in implementing environmental and educational initiatives. WVSU commits to providing academic resources, research support, and facilitating student and faculty participation in environmental programs, while DENR VI offers technical expertise, policy guidance, and access to environmental data and protected areas. The agreement also aims to support the conduct of community-based projects, awareness campaigns, and youth-led initiatives through DENR VI’s Youth Desk Office.

    One of the notable initiatives supported by this partnership includes the Santuarium Maris Sea Turtle conservation project, showcasing the shared goal of both institutions to preserve biodiversity in Western Visayas.

    West Visayas State University (WVSU) marked a significant step in its internationalization efforts today, June 5, as the International and Local Linkages Office (ILLO) hosted the oathtaking ceremony for the DagYoung Student Ambassador Officers for Academic Year 2025–2026 at the university board room.

    Ms. Edel Carmela Subong-Csoka, Director of ILLO and adviser of the DagYoung Student Ambassadors, expressed confidence in the newly appointed officers, emphasizing their role as key players in WVSU’s expanding international presence.

    “The DagYoung Student Ambassadors serve as the face and force of WVSU in building international friendships, promoting global competitiveness, and fostering diplomatic ties with local and international partners,” she said.

    The DagYoung Student Ambassadors are recognized as the official student representatives of WVSU, approved by the Board of Regents. They are envisioned to be key players in bringing the university closer to the global academic community as WVSU transitions into a research-centered institution.

    The newly inducted officers for A.Y. 2025–2026 are:

Their mission includes assisting with domestic and international partnership engagements, coordinating diplomatic and consular relations activities, supporting campus-based internationalization efforts, promoting global competitiveness through student programs, and advocating for the United Nations Sustainable Development Goals.

    Composed of student volunteers from across the WVSU system’s various colleges, the DagYoung Ambassadors are expected to take the lead in welcoming global partners, fostering international friendships, and helping implement student-centered internationalization initiatives.

    As WVSU continues its transition into a research-centered university, the role of the DagYoung Student Ambassadors remains critical in ensuring student voices are heard and are actively contributing to the university’s global aspirations.

    West Visayas State University (WVSU) once again proved its commitment to global engagement as it received the Excellence in Internationalization (IZN) Initiatives Award for the fourth consecutive year at the 4th Commission on Higher Education (CHED) Regional Quality Awards held on May 28, 2025, at the Rose Memorial Auditorium, Central Philippine University, Iloilo City.

    The award was accepted by Prof. Edel Carmela Subong-Csoka, Director of the International and Local Linkages Office, alongside WVSU President Dr. Joselito Villaruz, Vice President for Academic Affairs Dr. Ma. Asuncion Christine Dequilla, and Vice President for Research, Extension, and Innovation Dr. Greta Gabinete.

    The CHED Regional Quality Awards, held in celebration of CHED’s 31st founding anniversary and the 5th Higher Education Day, recognize higher education institutions for excellence in board examination performance, research, instruction, internationalization, and institutional innovation.

    WVSU’s four-year winning streak, which began in 2022, reflects its unwavering efforts to establish international partnerships, enhance academic mobility, and offer globally competitive programs.

    WVSU remains a leading institution in Western Visayas, setting the standard in international academic partnerships and innovation.
