Dr. Purita Pueyo Bilbao was a highly esteemed educator, researcher, and academic leader whose contributions shaped the landscape of teacher education in the Philippines. She was a driving force in the advancement of science education and teacher training, both nationally and regionally.
Dr. Bilbao held the rank of University Professor and served as the former Dean of the West Visayas State University College of Education (WVSU COE), where she was instrumental in developing future educators. Her commitment to education extended beyond the university as she held the position of Vice President for Research, Extension, and Training at WVSU, promoting innovative research and community engagement.
She played a pivotal role as the Founding President of the National Organization of Science Teachers and Educators, Inc. (NOSTE), fostering a strong network of science educators throughout the country. She was also the national president of the State Universities and Colleges Teacher Educators’ Association.
In addition, Dr. Bilbao was a respected consultant and National President of the State Universities and Colleges Teachers and Educators’ Association (SUCTEA). Her influence reached the national level through her role as Chair of the Commission on Higher Education (CHED) Technical Panel for Teacher Education, where she was involved in shaping policies and guidelines for teacher education in the Philippines.
Even after her retirement as a professor from the WVSU College of Education, Dr. Bilbao continued to share her expertise as a senior lecturer in the WVSU College of Education Graduate School, mentoring the next generation of educational leaders and researchers.
Throughout her illustrious career, Dr. Purita Pueyo Bilbao co-authored several influential works that have become essential references for educators and students. These include “Special Topics in Education, Volume 4”and “On Becoming A 21st Century Educational Leader”.
As a lead author, she played a pivotal role in developing key educational resources, such as “The Teaching Profession, 4th Edition, OBE and PPST-Based”, “Mother Tongue: For Teaching and Learning”, “Curriculum Development for Teachers”, and the two-volume series “Teaching Science in the Elementary Grades”. Her contributions to “Technology for Teaching and Learning 1, OBE-, PPST-, and ICT Competency-based” further cemented her expertise in integrating modern teaching methods and technology in education. These works reflect her deep commitment to advancing educational practices and developing competent teachers.
Since 2019, Dr. Bilbao played a vital role in Project FORTH (Formation of Teachers in Challenged Areas in the Philippines) as both a trainer and module writer. The project aimed to equip teachers in underserved and remote areas with the skills to deliver quality education despite limited resources. Dr. Bilbao’s contributions were instrumental in addressing the unique challenges faced by these educators, reinforcing WVSU’s mission to support education in marginalized regions.
Dr. Purita Pueyo Bilbao’s passing marks the end of a remarkable journey dedicated to the advancement of education. Her legacy as a visionary leader, educator, and advocate for quality teaching will continue to inspire future generations. She leaves behind a lasting impact through her work and the countless lives she touched.
Rest in peace, Dr. Bilbao—you will be deeply missed but your contributions will never be forgotten.

ILLO organizes workshop to foster negotiation skills among DagYoung student ambassadors
In a bid to equip students with future-ready skills, West Visayas State University (WVSU) International and Local Linkages Office (ILLO) organized a virtual training workshop on Negotiation Skills and Techniques for DagYoung Student Ambassadors on September 22, 2024.
Professor Edel Carmela Subong-Csoka, Director, WVSU International and Local Linkages Office welcomed the participating DagYoung student ambassadors from different colleges and campuses.
In her opening remarks, Prof. Edel emphasized that getting the basic framework of negotiating gives something to work within the future.
With Mr. Kenneth Lerona, Founder, Cornelius Magnate Engagement and Consulting, as the resource speaker, the workshop covered a range of topics that are essential to become an effective negotiator through a problem-solving mindset, strategic communication, maximize value in negotiations by leading through strategy and integrating creativity and effective communication techniques.
He also led exercises which compelled the participants to utilize the negotiation skills attained during the virtual workshop.
After the discussion, a forum session took place and many participants posed questions as well as comments to the speaker.
This workshop is just one of the many activities underway that aim to increase the DagYoung student ambassadors’ productivity and planning tool to conduct a wider range of complex negotiation with confidence.

Former DOST director, world-class science educator is now WVSU prof in COE-Graduate School
Renowned scientist and former director of the Department of Science and Technology – Science Education Institute (DOST -SEI), Dr. Josette T. Biyo, officially began her faculty work at the West Visayas State University (WVSU) last August 24, 2024.
The renowned educator recently joined the faculty roster of the College of Education – Graduate School for the first semester of the academic year 2024-2025, teaching Advanced Marine Ecology for the Doctor of Philosophy in Science Education program, Major in Biology.
Among her first engagements as a professor at WVSU, Dr. Biyo supervised a recently conducted in-depth field study, focused on community structure of seagrass ecosystems and mangrove assessment at Brgy. Dangula-an, Anilao, Iloilo.
Dr. Biyo is a celebrated scientist for being a recipient of the International Excellence in Teaching Award during the Intel International Science and Engineering Fair held in Louisville, Kentucky, USA in 2002, making her the first Asian teacher to clinch the award.
An asteroid from the Flora region of the inner asteroid belt called the 13241 Biyo was named after the said former DOST-SEI director for her accomplishment in the said fair.
Dr. Biyo spent most of her life in the academe where she used her knowledge in biology to serve rural communities in Iloilo and has developed her educational philosophy of fostering a “culture of science.”

Carlos Hilado Memorial State University benchmarks WVSU’s Procurement Division operations
In a move to gain insights and learn from best practices, Carlos Hilado Memorial State University (CHMSU) embarked on a benchmarking visit at West Visayas State University’s Procurement Division office on August 16, 2024. The primary objective of this activity was to provide CHMSU with comprehensive insights into WVSU’s procurement management practices, organizational structures, and strategic approaches.
Joining the discussion were the representatives from CHMSU, spearheaded by Ruvy Tuble, Vice Chair of Bids and Awards Committee (BAC), CHMSU; Dether Perasol, staff (BAC); Ligaya Fuentes, staff (BAC); Shiela Alcontin, staff (BAC); John Kevin Moraca, staff, Management Information System (MIS) and Benrie James Nutable, (MIS) staff.
CHMSU discussed with Ms. Rosalie C. Quicoy, Chief Admin Officer of WVSU Procurement Division. The activity began with an observation of a pre-bid conference, offering CHMSU participants a firsthand look at WVSU’s procurement processes in action. This was followed by an in-depth overview of WVSU’s procurement management structure, highlighting key roles and responsibilities.
The day featured detailed presentations on critical procurement processes, best practices, and common challenges, coupled with an interactive forum. CHMSU delegates were also introduced to the digital tools employed by WVSU in its procurement activities, notably the SyncBud Plus system, which demonstrated the university’s commitment to leveraging technology for efficiency and transparency.
The benchmarking visit proved to be highly productive, with CHMSU expressing deep appreciation for the valuable knowledge and practical insights gained. The exchange of best practices is anticipated to significantly enhance the procurement functions of both universities, fostering stronger ties and future collaborations.

Dr. Villaruz welcomes new WVSU CAF campus administrator
Dr. Joselito Villaruz attended the formal installation of Dr. Joel Araquil Sr. as the new Campus Administrator of West Visayas State University-College of Agriculture and Forestry, marking a significant milestone in the institution’s history. Held on August 19, 2025, the ceremony also marked the transition of leadership from Dr. Dominador Lisao, who recently retired, to Dr. Araquil, who has taken on the new role. 𝗖𝗼𝗻𝗴𝗿𝗮𝘁𝘂𝗹𝗮𝘁𝗶𝗼𝗻𝘀, 𝗗𝗿. Dr. Villaruz thanks DAR 6 for equipment donation
Dr. Joselito Villaruz expressed gratitude to the Department of Agriculture (DAR) Region 6 for their generous donation of chemical equipment to the university on August 16, 2024 at the WVSU Board Room. This milestone partnership will enhance the university’s research capabilities and provide students with valuable resources for academic growth.

DOST Balik Scientist Dr. Tachado praised for contributions to WVSU research capabilities
Dr. Souvenir D. Tachado, a Filipino scientist and DOST Balik Scientist Program Awardee, received praise from the WVSU community for his contributions towards the betterment of the University’s research capabilities during the presentation of his exit report entitled, “Cultivating Scientific Advancement: Insights from a Balik Scientist at WVSU” Held at Diversion 21 Hotel last August 13, 2024, the presentation of the exit report focused on Dr. Tachado’s various engagements wherein he conducted relevant faculty development and student mentorship activities that provided skills enhancement and guidance in areas like research design, scientific communication, and pursuance of advanced studies and careers in science and technology.
Dr. Joselito F. Villaruz, WVSU President, expressed his gratitude to Dr. Tachado for his significant contributions during his return in the country and service in West Visayas State University (WVSU) wherein his knowledge sharing and assistance to the University researchers posed relevance in bridging the gap between local research landscape and the global scientific community. Dr. Tachado brings extensive expertise in the fields of urology, molecular biology, cell biology, and immunology, and has significant contributions to these fields through research and publications. He is the awardee of the Department of Science and Technology’s Balik Scientist Program (DOST-BSP) and was hosted by WVSU for his six-month engagement. Representatives from WVSU later gave their insights and impressions about the program. Dr. Victor A. Amantillo, Jr., Dean of the College of Medicine, stated how Dr. Tachado “served as local scientist venturing and achieving in the global scene” and how this representation can also inspire faculty and students in the field of research.
Meanwhile, Dr. Eva Jover-Catedral, a faculty member and one of Dr. Tachado’s research mentees, reiterated how persistent he was in encouraging faculty members to commit their full potential in research and publication. “He encouraged us not only as student researchers, but also as thinkers beyond conventional boundaries,” according to Jjessmar A. Fama, one of the medical students whom Dr. Tachado mentored through regional and national research competitions. In his exit report, Dr. Tachado also expressed the needs to be addressed in the enhancement research capacity in the country, such as gaps in scientific inquiry skills and limited global engagement through collaboration with international research institutions.
“The future of Research and Innovation ecosystem in this country is bright, but it requires continuous support and strategic investments,” Tachado said, emphasizing the need to increase funding for scholarships and researches that have potential for breakthrough discoveries. Dr. Tachado ended his presentation with gratitude to the DOST BSP and WVSU. He also disclosed his plans after the program, such as facilitating international collaborations and joint research proposals and continuing mentorship programs for faculty, students, and researchers. Dr. Ma. Pilar S. Malata, Dean of the Office of Student Affairs and BSP Coordinator, spoke on Dr. Tachado’s confidence in the medical students’ research capabilities despite diverse limitations.
“Dr. Tachado never exhibited any sense of superiority nor boasted about the advanced technologies of his laboratories abroad. We can feel his genuine sincerity in helping us develop our own research facilities, and train our scientists and medical consultants,” said Dr. Malata. Towards the end of the program, Vice President of Research, Innovation, and Extension, Dr. Greta G. Gabinete, highlighted the power and benefits of linkages, networking, and relationship-building in the context of academics and research.
She also assured that WVSU will continue and strengthen the legacy of Dr. Tachado in research and mentorship beyond his engagement with the University. The DOST-BSP encourages Filipino researchers and scientists to return to the Philippines and share their expertise and promote information exchange for the scientific and technological development of the academe, public and private institutions in the country.

Promoted faculty members take center stage at WVSU Faculty General Assembly 2024
Newly promoted faculty members of the West Visayas State University (WVSU), numbering 125, were recognized in this year’s Faculty General Assembly held at the University Cultural Center on August 12, 2024, from 9 a.m. to noon. Recognizing the dedication, hard work, and perseverance of instructors, associate professors, and professors from different colleges and campuses of the WVSU system was the highlight of the said assembly as the faculty members took oath, administered by WVSU President Joselito Villaruz.
The faculty members’ promotion was based on the Department of Budget and Management Commission on Higher Education’s Joint Circular No. 3, series of 2022, which provides the guidelines on the reclassification of faculty positions in state universities and colleges (SUCs). “I challenge each of you to approach the academic year 2024 – 2025 with conviction and purpose. Let us build upon past achievements to create a more impactful and transformative educational experience for our students and communities,” Dr. Villaruz said in his message.
The vice presidents of WVSU also gave their messages, emphasizing key matters relating to their respective offices and the university.Dr. Peter Ernie Paris, vice president for Administration and Finance, mentioned the university’s commitment and aspiration for ease of doing business as well as efficient delivery of government services through automation in different offices. He also highlighted the need for the student community to establish “tangible student projects.”
The Vice President for Academic Affairs, Dr. Ma. Christine Asuncion Dequilla, raised key points on the procurement of learning materials for students, the use of artificial intelligence in the academe, and her advocacy for agile teaching “which prioritizes continuous feedback.” The Vice President for Medical and Allied Sciences, Dr. Celina Gellada, underscored the health services available at WVSU which includes medical and dental services for students, faculty, and staff personnel. “We want to ensure that all members of our community are aware of resources available,” said Dr. Gellada.
Meanwhile, Dr. Greta Gabinete, the vice president for Research, Innovation, and Extension, shared the importance of international and local opportunities in research for societal impact and institutional growth, encouraging faculty members to apply their research that will further strengthen the University’s ties with industries and position WVSU as a leader “in bridging the gap between academe and real-world applications.” Nearing the end of the program, Associate Professor of the College of Information and Communications Technology, Stephen Alayon, then introduced Wired++, the university’s official institutional repository that offers long-term preservation, access, retrieval, and dissemination of scholarly and creative works of WVSU students and faculty.

Tachado, recipient of the Department of Science and Technology’s (DOST) Balik Scientist Program, on August 13, 2024 at Diversion 21 Hotel, Iloilo City. Dr. Villaruz expressed the University’s gratitude to Dr. Tachado for his contributions to the program and hailed the DOST initiative for empowering Filipino scientists through knowledge sharing, which is expected to play a pivotal role in advancing science and technology in the country.

Dr. Villaruz opens Budget Hearing for FY 2025
Dr. Joselito Villaruz welcomed the academic and administrative units, campuses, and the University Medical Center to the commencement of the Budget Hearing, setting the stage for a critical review and discussion of the proposed budget for the University. The hearing runs from August 7-9, 2024 at the WVSU Board Room.
