West Visayas State University (WVSU), through its representatives, participated in the Seventh General Meeting – GM7 of the CALOHEA (Measuring and Comparing Achievements of Learning Outcomes in Higher Education in Asia) last Dec. 13 to 15, 2023, in Porto, Portugal.
Dr. Lynette Alcala of the College of Medicine (COM) and Dr. Hilda Montaño of the College of Education (COE) represented WVSU, one of the 31 Higher Education Institutions across eight ASEAN countries, and five European states engaged in the CALOHEA Project. Dr. Alcala is with the Medicine Subject Area Group while Dr. Montaño is with the Teacher Education Subject Area Group.
The Project measures Competences and Learning Outcomes in Higher Education in Asia, a Project of the Erasmus+ Programme. It is coordinated by the University of Groningen in the Netherlands with the ASEAN University Network (AUN) partner agency. It operates through three Subject Area Groups: Civil Engineering, Medicine, and Teacher Education.
“The initiatives of the University to conduct a system-wide Workload-Based Curriculum Planning and Development as well as the inclusion of authentic assessment and student workload in the Learning Continuity Plan (LCP) and Teacher Integration Program are tangible outcomes of the CALOHEA project,” said Dr. Montaño, former Dean of the COE.
Welcoming the participants on the first day were Dr. Robert Wagenaar of the University of Groningen who is also the Director of the International Tuning Academy, Dr. Choltis Dhirathiti of the ASEAN University Network, and Mervin Bakker of the University of Groningen.
The 3-day event had the participants discussing the following: On Day One, the “Creation and use of Regional Subject-Specific Qualifications and Assessment Reference Frameworks to permit greater comparability of institutional degree programme profiles”, and “Implementation of authentic assessment of internationally comparable learning outcomes in degree programmes.”
On Day Two, the participants discussed “Implementation of authentic assessment of internationally comparable learning outcomes in degree programmes”, and “Instalment of the culture of student workload measurement as an integral part of curriculum design”.
And finally on Day Three, discussions were by country-specific groups were they focused on the “Guidelines for bridging South East Asian Student Workload with other contexts” and “Dissemination and impact in country-specific groups”.
Dr. Alcala and Dr. Montaño returned to Iloilo City on December 19, 2023 and in relation to CALOHEA, will work to ensure the dissemination and sustainability of the theee recognition mechanisms.

US Embassy partners with ILLO, URDC for a research writing training-workshop
The United States Embassy tapped West Visayas State University for an activity once again, but this time it was not about instruction, but research.
Six English Language fellows manned by Ruth Goode, the Regional English Language Officer (RELO) of Jakarta, Indonesia came to the University and discussed research-related topics to aid in WVSU’s vision to be a full=-fledged research university. Jamila Barton, an English Language Coordinator, was also present.
Dr. Susan Crosbie Suradejvibul discussed Writing Critiques; Dr. Darcey Gray tackled Chat GPT/AI in Writing; Dr. Arthur E. Schneider talked on How to Structure a Publishable Article; Mr. Philip Taw delivered tips on Responding to Peer Review Comments; meanwhile Dr. Geoff Starron and Ms. Gina Karlin gave plenary speeches on Transforming into a Research University and the Relevance of Publications and Finding the Right Journal and Conference to Showcase Your Research, respectively.
Dr. Joselito Villaruz, WVSU president, took the chance to thank the US Embassy for opening opportunities to the Taga-West faculty researchers.
The second day of the training-workshop was spent on one-on-one mentoring and consultation regarding manuscript editing and research publication.
It is recalled that November last year, the US Embassy also teamed up with the International and Local Linkages Office to hold a Reading INstruction Seminar among English teachers in the WVSU system. -
Allyn Navarra, Vice Chairperson of the Senior Curriculum Council and Von Ashley Chichirita, Chairperson of the CICT Student Council, both from the College of Information and Communications Technology are in Davao for the International Volunteerism Symposium and Volunteer Fair held at University of Mindanao, Matina Campus, Davao City
The event aims to provide a venue for international and local volunteers for network building, highlight the role and contributions in fostering international cooperation, and as a means towards achieving the country’s sustainable development goals. This also opens doors for institutionalization of volunteerism in the academe.
The event will also be joined by international volunteer service organizations and local government units. -

The president of West Visayas State University (WVSU), Dr. Joselito Villaruz, recently graduated from the landmark Global Academic Leadership Program (GALP) for State Universities and Colleges Presidents and Local Universities and Colleges Presidents (CHED-AIM GALP for SUC and LUC).
The 10-month leadership program under the management of the Commission on Higher Education (CHED) and the Asian Institute of Management (AIM) culminated with a graduation ceremony on Nov. 29, 2023 from 3 p.m. to 5 p.m. at the AIM campus, 123 Paseo de Roxas in Makati City.
Moreover, Dr. Villaruz and his team, “TropangKalusugan” was a recipient of the Best Capstone Project Award with fellow members Dr. Carmencita Padilla of UP Manila, Melanie Mauricio of the House of Representatives Committee on Higher and Technical Education, Dr. Alfonso Simon of Batanes State University, Arthur Poblete of Samar State University, BlaiselleLegacho of CHED, and Atty. Glenn Niño Sartillo of Romblon State University.
Dr. Villaruz is one of about 200 participants of the leadership program that provided the essential transformative leadership skills for SUC and LUC educational leaders and government partner officials.
The programs were designed to meet the needs of the 21st-century education environment with competencies and innovative tools to move towards SMART universities and to prepare the participants with leadership and management skills to think strategically, lead globally, and become locally responsive educational institutions, build collaborative relationships, and mobilize and manage resources.
Through a scholarship grant from CHED under the leadership of Chairman J. Prospero De Vera III, academic leaders are now equipped to co-create innovative solutions through enhanced decision-making processes and collaborative governance to propel the growth of state and local universities and colleges as integral parts of the Philippine educational system.

Top global scientist impressed by WVSU research work

With a prolific portfolio boasting over 350 scientific articles, books, book chapters, and reports, a distinguished global health scientist, renowned for advancing science and research in the developing world, has expressed genuine admiration for the commendable research work conducted at West Visayas State University (WVSU).
Dr. Don Eliseo Prisno made this pronouncement when he spoke at the recent WVSU Workshop on World University Rankings and Research Publication organized by the University Research and Development Center last Nov. 10-11, 2023.
“All data points show that WVSU should be a top university of the country. I have dissected and identified all the different data points; and they all lead to one conclusion–that all metrics lead to a high university rank,” said Dr. Prisno, editor-in-chief of Public Health Challenges of Wiley, and deputy editor-in-chief of BMC Global Health Research and Policy, a Quartile 1 journal with an Impact Factor of 8.7.
Dr. Prisno noted the following indicators that he said makes WVSU’s efforts impressive: Webometrics ranks it at number 17 in the country, it has one of the top scientists of the PH based on Scopus, has a substantial number of Scopus papers (and even much higher in number than the top universities of the country), has many AD Scientific Index and Google scholar-listed scientists with several citations, “and so many indicators that the University should be on the same level as the top universities of the Philippines”.
Asked by the workshop participants on how WVSU should capitalize on its strengths, Dr. Prisno said, “The researchers of WVSU should focus on publishing with Scopus journals. There should be a scale up of these publications. The University and its researchers should promote its researches through conferences and other presentations. There should be a substantial increase in research grants. The students should be encouraged to publish. And lastly, the university journals need to be strengthened.”
Dr. Prisno, who has a PhD in Global Health from Cardiff University, has supported governments and universities worldwide in enhancing health research capacities during his extensive travels to 150 countries and territories for scientific work and as a frequent international speaker and consultant.

1st Public Forum on Research in Mathematics and Statistics ignites interest among students and faculty
Students and faculty from different institutions in Panay took part in a public forum titled “1st Public Forum on Research in Mathematics and Statistics (PFORMS)”, Friday, October 6.
The event, attended by faculty researchers, and undergraduate and graduate students in Mathematics, Statistics, and Mathematics Education, focused on dissemination of research outputs in support to the goal of the university on creating, innovating, and generating new knowledge and technology through research engagements and creative outputs.
Dr. Eden Delight P. Miro, Chair of the Department of Mathematics of Ateneo de Manila University, graced the forum as the resource person. Her presentation, titled “Mathematics in Theory and in the Real World,” explored the inherent beauty of Mathematics and its profound real-world applications. Dr. Miro also shared valuable wisdom with aspiring researchers, encouraging them to embrace the unknown and conquer it fearlessly.
The public forum was organized by the Mathematics Department of the College of Arts and Sciences at the 4th Floor of the Research and Extension Building 1, in partnership with CAS Research Office and the Society of Applied Mathematics Students. It exemplified the university’s commitment to nurturing research excellence and to encouraging fruitful collaborations and the exchange of innovative ideas among local and student researchers.
The forum provided a platform for the Master of Arts in Mathematics candidates to present their on-going researches and findings to the public. Notable research presentations included “Mathematical Modeling of COVID-19 and Dengue Co-infection” by Wyeth Ian C. Blase, “Point Pattern Analysis of Dengue Cases in Panay Island” by Jovelyn F. Gadian, and “Hamiltonian Circuits and Coded Paths in Generalized Petersen Graphs via Lattice Model” by Jack Mario Brian D. Ancuna. It also featured short lectures by the faculty researchers including “Introduction to Differential Equations Modeling” by Dr. Alexander J. Balsomo, “A Glimpse on Spatial Point Pattern Analysis” by Dr. Geneveve M. Parreño-Lachica, and “On Hamiltonian Circuits and Coded Paths” by Mr. Keith Lester A. Mallorca.
PFORMS was a success, fostering a vibrant atmosphere of learning, discovery, and collaboration among students and faculty members. A comprehensive training and orientation program for various modules of the Integrated University Information System (IUIS) promises improved efficiency, streamlined processes, and an enhanced user experience across West Visayas State University’s various campuses, departments, and offices.
The IUIS Implementation Phase 1 took place from Sept. 27 to Oct. 4, 2023, at the Reference Section of the WVSU Library and had 26 participants from the University’s six external campuses, departments, and offices, including Finance, Registrar, Management Information System, Student Affairs, and Academic Affairs, among others.
The program aimed to familiarize participants with the system’s modules and functionality, fostering a collaborative atmosphere for a seamless transition.
The event’s agenda was structured to cover a wide array of IUIS modules, ensuring that participants gained a comprehensive understanding of the system. These modules included Accounting, Cashier, Registrar/Academic, Scheduler, Faculty, and Student.
Practical, hands-on sessions were conducted to ensure that participants were well-prepared to effectively utilize the system.
Throughout the event, several activities and sessions were conducted to facilitate learning and collaboration among participants. Notable highlights included: Overview sessions at the beginning of the event to provide a comprehensive understanding of IUIS; In-depth module-specific orientations, including Cashier, Faculty, and Registrar/Academic; hands-on dry-run sessions, allowing participants to apply their newly acquired knowledge in practical scenarios; and meetings to discuss data migration requirements and timelines, ensuring a smooth transition to the IUIS system.
Phase 2 of the program is expected to occur soon, according to the MIS.

WVSU profs, alumni, win awards in int’l science research conference
Professors of West Visayas State University from the College of Education (WVSU COE) and the College of Arts and Sciences (WVSU CAS) as well as alumni from the COE Graduate School won various awards at the NOSTE 2023 International Research Conference, Training Workshops, and Biennial Convention.
The said event was held at the Plenary Hall of Negros Residences in Bacolod City from Sept. 22-24, 2023, with the theme, “Science as a Tool for Teaching Literacy and Numeracy.”
Winning first place in Cluster 3 of the Best Research Paper category are Roberto Sagge Jr., Mathematics professor and director of the WVSU COE University Learning Assessment Center, together with his fellow researcher Rufino Segura Jr. who is also an alumnus of the WVSU COE Graduate School. Their paper is titled, “Designing and Developing Video Lessons in Mathematics Using Code-Switching: A Design-Based Research.” Prof. Sagge was also the second Best Oral Presenter in the said Cluster.
Winning second place in the same Cluster is WVSU retired Science professor Ignacio Tibajares Jr. and his research partner John Mark Burila, also an alumnus of the WVSU COE Graduate School, with their paper “Musichemistry on Grade Eight Learners’ Motivation, Engagement and Proficiency in Chemistry.” Burila also won first Best Oral Presenter of the said Cluster.
Also winning third place for Best Research Paper and second-Best Oral Presenter in the Cluster 1 Category is Prof. Joey Elechicon from the WVSU College of Arts and Sciences with his paper, “Interactive Science Notebook: Developing Learners’ Conceptual Understanding in Biology”.
Winning second place as Best Research Paper for Cluster 8 is WVSU COE Prof. Chive Gabasa and his research partner Stephan Jade Navarro for their paper, “Navigating Cultural Waters: Intercultural Competence and Experiences of SEA Teachers in a Laboratory High School.”
NOSTE or the National Organization of Science Teachers and Educators (NOSTE), according to its website (https://nosteonline.org/?page_id=10), was formed in 2011 by a group of science teachers and educators based in Iloilo City that aims to provide professional development opportunities to teachers in basic and higher education. Formerly known as the Association of Elementary Science Teachers and Educators of the Philippines (AESTEP), the new organization has widened its membership to include science and mathematics teachers and educators at all levels.

WVSU College of Dentistry advances dental ed with CHED LAKAS 2022-001 Simulation Based Ed Project
The West Visayas State University College of Dentistry (WVSU-COD) is making significant strides in dental education through its participation in the CHED LAKAS 2022-001 SBE Project.
This initiative encompasses a Collaborative Capacity Building Workshop and Pilot Testing of Simulation-Based Education (SBE)-Centered Modules / Simulated Clinical Experience on Dental Medicine.
The project is under the leadership of Dr. Liza Assumpta M. Jover, dean of the WVSU – COD; Dr. Lester Joseph G. Cardenas, associate dean for Administration; and Dr. Ma. Rosvia B. Bagaforo, associate dean for Academics.
The 3-day event, taking place from Sept. 25 to 27, 2023, was held at Diversion 21 Hotel and WVSU – Main Campus in Iloilo City, Philippines, with the theme “Optimizing Simulation-based Education, Training, Collaboration, and Research – A Focus on Technology-driven Teaching and Learning Strategies.”
This initiative aims to enhance the current philosophies and modalities employed in dental and oral health simulation-based education (SBE) to meet the demands of competency-based pedagogy.
SBE involves the use of simulations to provide safe clinical encounters for students and faculty to bridge the gap between theory to practice.
The WVSU College of Medicine, College of Nursing, and College of Dentistry, in collaboration with experts from other higher education institutions, aim to ensure the feasibility of scenarios and the content of SBE-centered modules before their implementation in the curriculum. This proactive approach ensures that students receive the best possible education in the field of Dental Medicine.
The general objectives of the workshop include the pilot testing of scenarios and module content in various areas of dental medicine, such as Anesthesiology, Dental Public Health, Oral Surgery, Restorative Dentistry, and Oral Pathology.
In a significant development for the project, West Visayas State University and the University of the Philippines Manila – College of Dentistry, being the lead implementing universities, have signed a Memorandum of Understanding (MOU) to collaborate in the further development of the CHED LAKAS 2022-001 SBE Project.
This collaboration between the two esteemed educational institutions underscores the importance of joint efforts in advancing dental education in the Philippines.
The said MOU aims to further enhance the collaboration between the two universities in researches and extension projects, seminar workshops, exchange of faculty, and sharing of best practices.
This workshop was also participated by the faculty of Iloilo Doctor’s College – COD and the Faculty and students of WVSU – COD.
The CHED LAKAS 2022-001 SBE Project represents a significant step forward in advancing dental education and promoting the use of technology-driven teaching and learning strategies.
Furthermore, it underscores the commitment of WVSU COD to provide the highest quality education to its students, preparing them to excel in the dynamic field of dental medicine.
This collaborative effort is expected to pave the way for improved dental education in the Philippines, ultimately benefiting both students and patients.
